China Dasheng Bank Ltd is an integrated commercial bank approved by the Central Bank of Tanzania. It is the first bank in Tanzania created jointly by Chinese state-owned companies and private companies. The bank has a branch located on the ground floor, Extelecoms House, Samora Avenue. The bank's head office is also located on the mezzanine floor, Extelecoms House, Samora Avenue. China Dasheng Bank invites suitable candidates to apply for the following positions:

Job Title: Head of Information Technology Department

Responsible: General Manager

Contract duration: Three (3) years

Duties and responsibilities

1. Head of the Department of Communications and Information Technologies.
2. Responsible for providing the first line of support to the core banking system and all other systems throughout the bank. This includes monitoring and executing the functions of all the ICT business enablers in the Bank and the Supervisory Officers in the ICT Unit.
3. Collaborates with appropriate departments to assess and recommend techniques that support the Bank's organizational needs.
4. Shares responsibility for the formulation and implementation of the Bank's strategic plan through active participation as a member of the executive team in strategic planning forums as a digital and IT expert.
5. Develops and implements the digital and technology strategy and operating plan to support and enhance the Bank's strategic ambitions and business requirements, focusing resources to achieve profitability and optimal customer service experiences. Promote innovation, prioritize IT initiatives, coordinate assessment and implementation, and manage current and future IT systems.
6. Identifies and sets short-term and long-term goals for the Bank's digital strategy to gain the support of various stakeholders and establish benchmarks to monitor progress and measure success.
7. Defines and implements a strategy for core banking systems/platforms/networks that is cost-effective, reduces complexity, and improves the speed of delivery of new products to market.
8. Communicate the Bank's technology strategy to management, employees, partners, and stakeholders, as appropriate.
9. Oversees customer service management and support operations for technology-based services.
10. Acts as an IT and digital pioneer, interpret critical business drivers, conducts research, maintains an understanding of current banking/finance industry trends, consults and participates in peer review to develop long-term plans, and provides a framework for making decisions regarding IT delivery.
11. Make sure technology is accessible and equipped with up-to-date hardware and software.
12. Advise and/or negotiate with service providers and contractors to guarantee a high level of return consistent with the services provided.
13. Develop an ICT strategy to support business growth in line with the Bank's strategic plan.
14. Create and maintain documentation for supported ICT systems in accordance with ICT policy standards.
15. Ensure compliance with software license laws and monitor, implement and operate all technical operations, including networks, computing infrastructure, databases, and banking applications, in accordance with established objectives.
16. Advise and develop IT policies and systems to support the implementation of the strategies established by the Board of Directors.
17. The business translation must specify technical requirements.
18. Head of BCP.
19. Perform other functions assigned by the Director-General.
20. Education and experience required
21. Bachelor of Computer Science with at least 10 years of work experience; 5 of them must be at the senior management level.
