Abstract
Jhpiego is seeking a President of the Party (COP) to provide vision, leadership, and direction to ensure strategic, programmatic, technical, and financial integrity for USAID's next multi-year malaria project in Tanzania. The project will work closely with the Government of Tanzania (GOT) to reduce the burden of malaria in pregnant women and children under five through quality improvements to malaria case management and malaria treatment in pregnancy (IPM) with a particular focus on malaria surveillance, insect monitoring, and drug-based intervention monitoring. The project will also promote the use of surveillance data to improve outbreak response and vector control activities.
The COP will have overall responsibility for the leadership, management, and reporting of project activities. You will be responsible for making key decisions and resolving issues on short notice while ensuring operational quality and project quality and integrity. He will act as the project's main point of contact with USAID on routine and strategic matters. It will also ensure effective organizational management and communication with the host country government at all levels and with international partners and agencies.

Responsibilities
- Provide leadership and strategic direction to ensure the programmatic and financial integrity of the project and achieve rapid and sustainable goals, targets and milestones.
- Make sure the project is technically sound, evidence-based and responsive to the needs of Tanzania, its people and donors.
- Ensure compliance with the terms of the award
- Develop and maintain strong working relationships with USAID, the Ministry of Health, the
- National Malaria Control Plan (NMCP), other implementing partners, community partners, and key stakeholders in Tanzania to maximize resources and avoid duplication of effort.
- Represent Jhpiego, project progress, achievements and lessons learned to donors and other key stakeholders and through meetings, conferences and presentations.
- Provide technical leadership and ensure the quality and sustainability of interventions.
- Collaborate with the project team to develop capacity in the required technical areas.
- Provide capacity building support (technical and organisational) to local and community partners
- Lead the annual work planning process in close collaboration with USAID, the Ministry of Health and the project team.
- Quality monitoring, preparation and timely submission of project reports to donors
- Guide, support, supervise and manage a team of highly qualified personnel and align their efforts to ensure rapid and sustainable results
- Provide guidance, in collaboration with employees, to subcontractors and sublicensors
- Write and/or review project materials and publications.
- Work with Finance and Projects staff to develop and track project budgets.
- Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
- Work closely with Jhpiego head office staff to ensure effective, timely, and coordinated project implementation.
- Ensure compliance with USAID operational policies and regulations
Required Qualifications
An advanced degree in public health, health administration, international health, or a related field;
Previous experience working as a COP/Project Manager, DCOP, or senior management level
Over 10 years of experience successfully managing large multi-year international health sector development projects that have implemented malaria control and elimination activities; Malaria case management. strengthen health systems; large-scale iCCM implementation; and/or comprehensive management of health services.
Demonstrated experience and knowledge in configuring project systems and overseeing project start-up and closure.
Previous work experience, with a deep understanding of the local health system and its gaps and opportunities, and strong relationships with government agencies
Experience hiring and supervising employees and ensuring they have the necessary training and skills to meet changing project needs
Excellent skills
- Excellent facilitation, team building, and coordination skills
- Excellent interpersonal, verbal, and written skills in English and Swahili.
- Ability to train, direct and develop technical capabilities in regional and national projects and technical personnel
- Ability to work in a complex environment with multiple tasks, short deadlines, and extreme pressure to perform
- Proficiency in Microsoft Office applications, including TEAMS and PowerBi
- Fluent in spoken and written English
- Excellent oral and written communication skills
- Ability to travel nationally and internationally
