Job Details
As an employee of the Norwegian Refugee Council (NRC) in Tanzania, he is expected to represent the WASH Project Coordinator in a responsible manner and always act in accordance with the NRC Code of Conduct.
Job Responsibilities
- Ensure effective planning, coordination, and implementation of WASH activities at the NRC in the Nduta refugee camp.
- Assess and advise on capacity-building needs within the team to ensure the effective development of quality standards for WASH activities.
- Prepare reports, guidelines, and other strategic documents.
- Support training and promotion of the hygiene, sanitation, and water components to ensure that public health activities are implemented as part of a single, well-coordinated program approach.
- Carrying out a contract and tender management processes for various contractors.
- To support procurement and logistics planning in relation to bills of quantities and donor requirements.
- Support the work of WASH officers to engage with communities on implementation and mechanisms to increase their level of responsible stewardship of improved resources upon completion of project activities.
- In accordance with the NRC's performance management model, the line is managed by WASH officers with a focus on learning and development through frequent training needs assessments (TNAs) and performance reviews.
- Provide technical inputs for the presentation of interim and final reports to donors in accordance with the terms of guaranteed financing.
- Ensure that assessment, program design, and implementation take into account the needs and weaknesses within the community.
- Based on these assessments, design and build appropriate responses (both programmatic and advocacy) to meet people's basic WASH needs, including water system, excreta disposal, solid waste management, sanitation, vector control, and hygiene.
- Ensure WASH program design is informed by and integrated with other NRC priority sectors for camp management, education, and shelter.
- Lead the process of preparing donor-relevant project proposals and advocate for funding.
- Ensure that sustainable systems are in place for the long-term operation and maintenance of all water and wastewater infrastructure, including the provision of all necessary training.
- Prepare and monitor the implementation process to ensure timely delivery of program activities (eg, monitoring against log frames, individual performance management action plans).
- Prepare timely narrative and financial reports on project activities in accordance with internal NRC requirements and any relevant external donor requirements.
- Ensuring proper management and use of NRC resources at all times
- Manage project staff on a daily level working with other technical departments, security, logistics, administration, and senior management staff (as assigned).
- Assist in the recruitment, training, supervision, and management of water and sanitation personnel and potential counterparts at the national level.
- Ensure that the minimum standards of humanitarian aid are maintained in accordance with UNHCR and SPHERE standards.
- Help be responsible for the safety of all employees. Ensure the safety, health, and welfare of staff and that staff management and other processes, policies, and systems reflect the NRC's principles of fairness and justice.
- Identify learning and training opportunities for NRC staff and partners and act as a mentor and role model for less experienced staff. Look for experiential learning opportunities in all businesses.
Professional qualifications
- A first degree in environmental health water or a related field from a recognized university/college.
- Proven work experience in WASH program planning and implementation of at least 4 years experience in a humanitarian and development program, preferably with an international NGO.
- Experience in managing and developing staff and supervisory roles.
- Experience in managing and conducting hygiene promotion in a relief program is essential.
- Demonstrated ability to use MS Office programs (particularly Word and Excel) is essential. Experience with other computer programs such as SAP 2000 and Microsoft Project will be an advantage.
- Good analytical skills, with the ability to translate analysis into recommendations for work
