We are currently seeking suitably qualified candidates for the IS Regional Technical Officer position in Dar es Salaam for the EpiC Project in Tanzania.
Meeting Targets and Preserving Epidemic Control (EpiC) is a 55-year global project funded by the United States. The President's Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID) is dedicated to achieving and sustaining the fight against the HIV epidemic. The project provides strategic technical assistance and directs service delivery to break down barriers to 95-95-95 and improve self-management of national HIV programs by improving HIV detection, prevention, and treatment programs. In Tanzania, EpiC will implement a project to provide HIV services among key and priority populations, adolescent girls and young women; Orphans and Children at Risk aim to reduce HIV infection in pursuit of the 95-95-95 targets. To achieve this goal, the program will support specific prevention and case detection strategies at the community level among the target population.
Job Descriptions
The IS Regional Officer is responsible for carrying out monitoring and evaluation (M&E) activities within the designated areas. He/she will work with EpiC staff at the regional office, local community implementing partners, and Tunisian Government counterparts at the regional level to ensure that M&E activities are appropriate and compliant with USAID and FHI360 requirements/ EpiC.
Specific tasks include:
- Provide direct technical assistance and capacity building in the design and implementation of monitoring and evaluation activities within the designated areas.
- Work with community implementing partners, KVP groups, health service providers, and GoT counterparts to provide support and guidance on project monitoring and evaluation activities, including collection, management, and analyze data for use in decision making and course correction.
- Conduct routine monitoring visits to project sites, perform data quality checks and triangulate data using formal tools.
- Manage project databases (DHIS2, DATIM, InfoLink, DHIS2 Tracker, IPRS, CTC2 Database, CTC3 Macro Database, etc.) to store, manage and analyze project data.
- Compile, consolidate, and submit PEPFAR/USAID weekly, monthly, quarterly, semi-annual, and annual reports to SI Senior Advisors.
- Develop systems to assess, review, monitor, and verify data quality within the region and at the partner level.
- Suggest strategies to increase data usage and demand among the project, partners, and other stakeholders.
- Review and analyze weekly/monthly/quarterly reports to identify causes of potential bottlenecks in project implementation and improve quality of reporting and communication.
- Direct and distribute data collection and reporting tools to CSOs and KVP-compliant facilities.
- Share or distribute project goals to the regional team for monthly follow-up or monitoring.
- Document lessons learned and best practices in monitoring and evaluation, in accordance with USAID guidelines and the PEPFAR plan.
- Perform any other function assigned by the supervisor.
Minimum requirements
- Bachelor's degree in Computer Science, Statistics, Information Technology, and Health Informatics with at least 5 years of work experience in monitoring and evaluation. A master's degree in public health, health informatics, data management, computer science, or monitoring and evaluation would be an added advantage.
- Knowledge of health and development programs in Tanzania, including familiarity with the National Health Information Management System (HMIS), national protocols, guidelines, and standards for HIV-related service delivery, monitoring, and experience in implementing a national monitoring and evaluation system.
- Experience with programs serving major and vulnerable groups (KVP), family planning,
- With a high degree of precision and attention to detail.
- Self-motivated.
- Maintain a high degree of confidentiality.
- Good team worker.
- Highly proficient in spoken and written communication in English and Swahili.
