DEPUTY REGISTRAR, MERGERS AND ACQUISITIONS (1 post)

The main purpose of the work:

Authorize the Registrar and the EAC in matters related to mergers and acquisitions.

Duties and responsibilities:

  1. Under the general supervision of the Registrar, the Undersecretary for Mergers and Acquisitions shall perform the following functions:
  2. Direct the operations of the Directorate in coordination with the Registrar;
  3. Develop policies and guidelines on mergers and concentrations in the East African Community;
  4. establishment and operation of the competition network for the East African Community which will be responsible for coordinating and consulting with national competition authorities in the evaluation of mergers;
  5. Assess mergers notified and identified as stipulated in the East African Community Competition Act with due regard to international best practices;
  6. Assess reported and identified requests for government assistance as set forth in the EAC Competition Law with due regard to international best practices;
  7. Help partner countries establish effective systems to monitor merger processes at the national level;
  8. Compile and submit investigation reports and case recommendations to the Registrar;
  9. Develop a “user-friendly” merger filing and notification system for the Authority;
  10. development and implementation of sub-rules related to the merger notification and registration procedure, ie notification forms, filing schedules, fees payable, etc.;
  11. Develop the "office practice" of the Authority in the evaluation of mergers and guidelines, manual of operations and procedures in accordance with the provisions of the Law;
  12. Educate the public on the incorporation provisions in the regulations, as well as draft relevant publications for public publication and advise the Registrar of the Authority on possible courses of action after the completion of the market study;
  13. Strengthen multilateral cooperation in the review of cross-border mergers between partner countries;
  14. Liaise with regional and international agencies to enforce mergers, keep up with the latest developments, and facilitate the authority's participation in regional and international conferences to discuss key merger markets;
  15. Submit performance reports to the Registrar;
  16. development of a strategic vision, objectives, and practical management strategies for incorporation into the company's strategic plan;
  17. Prepare departmental and program budgets; Y,
  18. Perform all related functions assigned by the Registrar.

Qualifications and experience:

Academic and professional qualifications

At least an advanced degree (at least a master's degree) in economics and law. Degrees in the areas of Marketing, Business Administration, and General Administration will be valued.

Work experience

At least 10 years of relevant post-qualification experience in competition matters, 5 of which must be at management level.

Skills and competencies:

  • Good knowledge and understanding of the EAC's economic integration agenda.
  • Excellent verbal and written communication skills and ability to influence multi-stakeholder processes;
  • Excellent analytical skills, especially in the interpretation, use, analysis, and presentation of data and evidence;
  • Precise, intelligent, or other knowledge that can be demonstrated in competition, industrial organization, or industrial structures in any of the countries of the common market

Eligibility to apply:

Terms and Conditions of Service:

The selected candidate must hold the position for a period of 3 years, renewable once.

This position is subject to the application of the quota system.
