Executive Secretary (one position)

(REF: EAC/HR/2020-21/30)

Grade: D1

Reports to: The Council of Ministers through the Authority

Body/institution: East Africa Swahili Committee

Duty Station: Zanzibar, United Republic of Tanzania


The main purpose of the work:

The Executive Secretary is the executive director and accountant of the Swahili Commission. The main objective of the work is to promote and coordinate the development and use of the Swahili language for regional unity and sustainable socio-economic development in the EAC partner countries.

Duties and responsibilities:

  1. Responsible for the general management of the Commission in the fulfillment of its mandate established in the Protocol;
  2. Coordination of policy formulation on sustainable development and management of the Swahili language;
  3. Coordination of the mobilization of resources for the various programs and projects of the Authority
  4. Initiate and monitor the implementation of the strategic framework;
  5. Coordination and implementation of partnership agreements between UNHCR and development partners;
  6. Preparation and harmonization of EAC positions in Swahili;
  7. Develop work plans, budgets and monitor programs for the work of the authority.
  8. Strengthen operational links with other similar regional and international agencies and institutions;
  9. Initiate studies and investigations related to the execution of the Authority's programs.
  10. Together with the Deputy Executive Secretary for Financial and Administrative Affairs, provide guidance and technical support to the Sector Council of Ministers and take the corresponding follow-up actions as decided or instructed by the Sector Council;
  11. Promote a positive institutional image of the East African Community in general and the Swahili Commission in particular;
  12. Perform other related functions that are established in the protocol assigned by the Directory.

Key qualifications and experience:

Master of Arts (Linguistics) or equivalent degree from a recognized university.

At least 15 years of experience in linguistic research or academic areas, eight (8) of which must be at a senior management level.

Skills and competencies:

  • Excellent leadership and people management skills;
  • Very strong conceptual, analytical and problem-solving skills;
  • Demonstrated ability to research and publish;
  • Excellent communication skills (oral, written, and presentation) in both Swahili and English;
  • Experience in networking and creating and maintaining strategic partnerships has demonstrated high-level negotiation skills.
  • Mastery of Microsoft Office applications.
  • Fluency in Swahili at a high level.


Eligibility to apply:

Only applicants from the Republics of Burundi, Rwanda, Tanzania, Uganda, and South Sudan are eligible to apply for the above position.

Terms and Conditions of Service:

The above position is valid for a five-year, non-renewable contract.

This position is subject to the application of the quota system.
