Human Resources Officer (one position)
(REF.: EAC/HR/2020-21/27)
Grade: P1
Office: Office of the Deputy Executive Secretary (finance and administration)
Reports to: Deputy Executive Secretary (finance and administration).
Work Station: Kisumu, Kenya
The main purpose of the work:
Develop strategies and systems. Promote and manage the implementation of human resources policies aimed at strengthening the capacity of the Authority.
Duties and responsibilities:
- Facilitate the formulation of human resource management and development policies and strategies for the Commission;
- design and maintenance of internal personnel and management control systems;
- Coordinate the development of job descriptions and specifications for all new positions in coordination with interested officials;
- Design and maintain employee performance evaluation and reward systems;
- Coordinate periodic appraisals/appraisals of staff performance;
- Coordinate the selection and appointment of personnel in accordance with established standards, procedures, and practices;
- Establish standard procedures for recruitment and placement, exercise and act as secretary of the personnel recruitment team;
- Develop staff training programs that meet UNHCR's capacity development objectives in consultation with concerned department heads;
- Handle human resource management and development issues related to employee terms and conditions of service, discipline, overtime, and welfare issues, including employee health and insurance plans, in accordance with standards and applicable employee regulations;
- manage and direct payroll and records management functions;
- Update and maintain the list of Authority employees. Y
- Perform any other function assigned by management.
Qualifications and Experience:
Bachelor's degree in Human Resources Management, Public Administration, Management, Business Administration, Social Sciences or equivalent;
Minimum experience of 5 years in human resources management.
Note: Postgraduate Diploma in Human Resource Management would be an added advantage
Skills and competencies:
- Good communication and interpersonal skills;
- Results-oriented to the person.
- Good analytical and report writing skills;
- He knows how to use computers.
Eligibility to apply:
After the decision of the forty-first meeting of the Council of Ministers, only candidates from the Republic of South Sudan have the right to apply for the position mentioned above.
Terms and Conditions of Service:
The above position is valid for a five (5) year contract, renewable once.

Educational Qualifications:
All candidates must have qualifications recognized by the appropriate national accreditation body in the Republic of South Sudan. This requirement applies to qualifications obtained nationally and internationally.
All professions requiring registration with designated professional bodies are expected to do so in accordance with the requirements of the Republic of South Sudan.
Related work experience:
Training and apprenticeships will not be considered relevant work experience.
