The Evangelical Lutheran Church in Tanzania (ELCT) is a religious organization registered on June 19, 1963, with offices in Arusha. The ELCT's mission is to provide comprehensive care to all people. The ELCT is headed by an Archbishop who is chosen from among the serving bishops of the diocese. Management oversight and leadership are provided by the ELCT Secretary-General assisted by four Assistant Secretaries-General (DSGs), including the DSG for Mission and Evangelism, the DSG for Social Services, Women and Children's Services, the DSG for Planning and Development, and the DSG for Finance and Administration. ELCT has applied for USAID funding to implement the Orphan and Vulnerable Children Support Project, a proposed opportunity in six regions of Tanzania, including Morogoro, Dodoma, Singida, Arusha, Kilimanjaro, and Tanga.
Therefore, ELCT is looking for qualified and competent candidates to fill various positions for this long-awaited donor-funded project to be implemented in the northeastern region of Tanzania. Positions in this proposed project cover senior, middle, and lower management, including technical staff for the technical areas proposed in the project. The intervention of the project aims to facilitate the provision of comprehensive services aimed at keeping all subgroups of the population, children, and vulnerable adolescents in good health, safety, school, and stability.

Vacant: Senior MGT Case Officer and Child Protection Officer (1 position)
Reporting to: Technical Director - Service Delivery Location: Arusha
Position Summary;
Oversees all case management and child protection activities at the central office level, including developing guidance and training materials, tracking implementation progress, identifying follow-up solutions to improve service delivery, and sharing best practices. Case management is the main platform used by the project in all locations to provide services to vulnerable families and children to improve the health and social well-being of beneficiaries. You will work closely with all team members, including case management assistants, community social workers, community stewards, and educational staff. You will supervise, mentor, and provide technical support to Case Management Assistants and Community Workers.
Detailed Duties:
- Work closely with case management coordinators in the area to strengthen the relationship with civil society organizations and the community and strengthen the referral system.
- Work with the child protection team to ensure close links between case management and child protection committees.
- Ensure internal referral mechanisms are in place (with other sectors) and properly manage and follow up on cases when they are referred
- Provide ongoing capacity development for social workers
- Submit regular case management reports and ensure information is kept up to date
- Coordinate with other partners who provide case management services to children on referral and referral of cases.
- Technical oversight of child protection and case management program activities, including the design, development and implementation of technical guidelines related to child protection and case management, ensuring that all activities are in line with the latest recognized practices for address them. The needs of orphans, vulnerable children, youth and their caregivers.
- Train, train and advise technical staff and subrecipients responsible for the provision of case management services, including identification, registration, assessment, development, follow-up, referral and liaison with providers and graduation of the beneficiaries, as well as child welfare.
- Develop clear guidelines, standard operating procedures, and functional tools and aids on steps for case management (registration to graduation, case closure) and HCW/CHW service delivery (i.e., nutritional assessment, counseling, psychosocial support , parent education, educational support, identification and response to cases of abuse and violence)
- Oversee all parenting and child protection activities, including monitoring, and ensuring responses to violence against children and cases of gender-based violence.

Develop supporting materials and methodologies for project officials to effectively identify appropriate child protection interventions for specific families, based on the needs and resources of those families.
In collaboration with senior health and HIV officials, they ensure preparedness services are delivered in accordance with government directives at all levels.
Work with the Consortium partner responsible for gender mainstreaming and the Technical Director and ensure that case management and child protection activities are gender-sensitive.
Work in partnership with other OVC technical experts in program implementation.

Monitoring, monitoring, and learning.
- Work at the central office level to link with district teams to ensure pre-service and in-service training for HCWs/CHWs; This includes the development of materials for the monthly meetings, as well as meeting follow-up and monitoring.
- Oversee training conducted by technical staff, sometimes acting as co-trainers, to ensure they consistently and effectively deliver project training and convey new information and ideas accurately and in a participatory manner appropriate to adult learners.
- Provide guidance and monitor monthly progress toward OVC_SERV, while ensuring the same families receive services every three months; Resolve issues with area teams and M&E staff if goals are not achieved.
- Work closely with CSOs through the Coordination Units to identify and monitor targets in accordance with the M&E Plan, maintain and facilitate joint operational plans, and develop or improve methodologies to track case management and child protection services over time.
- Review, analyze, and use project monitoring and evaluation data to identify problems and develop solutions to improve service delivery and implementation.
- Compile regular status, progress, and final reports related to project status management and child protection work.
- Carry out supportive supervision of technical officers and CSO staff to provide guidance and training and ensure the quality of service delivery in accordance with national and donor requirements.
- Ensure that proper documentation of Vulnerable Children case files, i.e. National High-Risk Surveillance System forms, are properly completed and maintained.
- Lead the development of the CSO Technical Work Plan, including the drafting of guidelines, normative narratives, Gantt charts, and budget inputs; Review the work plans and budgets of civil society organizations.
- Prepare quarterly reports, including identification of data needs, coordination with other consultants, compilation and review of the report for further review.
