Procurement Officer (one position)

Work reports for the Senior Procurement Officer
Work Station: Arusha, Tanzania
The main purpose of the work:
Implement procurement policies and processes by providing procurement services to the East African Community.
Duties and responsibilities:
- Start preparing the annual procurement plan
- Receive and review requests to clarify proper specifications / to ensure bidders can respond to quotes appropriately
- Reception and processing of purchase requests from user departments
- Grouping of orders into homogeneous categories and identification of supply sources
- Create bidding documents for approval.
- Help user departments to correctly obtain specifications and terms of reference.
- Consolidation and preparation of recommendations for the award
- Startup Project Notification of Awards and Letters of Repentance
- Prepare purchase transactions and provide a communication link between suppliers and user departments.
- Tracking and prompt delivery
- Update and maintain supplier database.
- Update and maintain records of all purchase transactions.
- Start preparing the annual procurement report.
- Forward approved invoices to accounts for payment
Qualifications and Experience:
Bachelor's Degree in Business Administration/Procurement and Supply or equivalent
A diploma in Purchasing/Procurement and Supplies or equivalent after a bachelor's degree is an additional advantage.
At least five years of relevant work experience in the procurement of goods and services.
Skills and competencies:
The ideal candidate must demonstrate proficiency in the use of standard computer applications such as MS Word, Excel, PowerPoint, good customer relations, negotiation skills, effective communication, and report writing skills. Excellent written and verbal communication in English and Swahili.
Competence in implementing IT systems such as SUN/SAP systems or Oracle Financials will be an added advantage
Eligibility to apply:
After the decision of the forty-first meeting of the Council of Ministers, only candidates from the Republic of South Sudan have the right to apply for the position mentioned above.
Terms and Conditions of Service:
The above position is valid for a five (5) year contract, renewable once.

Educational Qualifications:
All candidates must have qualifications recognized by the appropriate national accreditation body in the Republic of South Sudan. This requirement applies to qualifications obtained nationally and internationally.
All professions requiring registration with designated professional bodies are expected to do so in accordance with the requirements of the Republic of South Sudan.
Related work experience:
Education, training, and apprenticeships will not be considered relevant work experience.
