The Evangelical Lutheran Church in Tanzania (ELCT) is a religious organization registered on June 19, 1963, with offices in Arusha. The ELCT's mission is to provide comprehensive care to all people. The ELCT is headed by an Archbishop who is chosen from among the serving bishops of the diocese. Management oversight and leadership are provided by the ELCT Secretary-General assisted by four Assistant Secretaries-General (DSGs), including the DSG for Mission and Evangelism, the DSG for Social Services, Women and Children's Services, the DSG for Planning and Development, and the DSG for Finance and Administration. ELCT has applied for USAID funding to implement the Orphan and Vulnerable Children Support Project, a proposed opportunity in six regions of Tanzania, including Morogoro, Dodoma, Singida, Arusha, Kilimanjaro, and Tanga.
Therefore, ELCT is looking for qualified and competent candidates to fill various positions for this long-awaited donor-funded project to be implemented in the northeastern region of Tanzania. Positions in this proposed project cover senior, middle, and lower management, including technical staff for the technical areas proposed in the project. The intervention of the project aims to facilitate the provision of comprehensive services aimed at keeping all subgroups of the population, children and vulnerable adolescents in good health, safety, school, and stability.

Vacant: Senior Gender and ASRHR Officer (one position)
Reporting to: Provision of technical director services. Location: Head Office in Arusha General Duties:
Under the direct supervision of the Technical Director, the employer will carry out activities related to reproductive health. He will carry out evidence-based advocacy to integrate the sexual and reproductive health needs of adolescents and youth into regions, policies, and programs. He/she will contribute to increasing the utilization of high-quality integrated GBV/SRH services in the project target areas and improve the provision of high-quality integrated GBV/SRH services. It guarantees the implementation of the guidelines for interventions in sexual and gender-based violence.
Provides strategic support and direction as part of a broader team to promote key sexual and reproductive health interventions including sexual and reproductive health and rights, including HIV; Gender equality and women's empowerment, including the elimination of sexual and gender-based violence; Empowering Teens and Youth
Detailed Duties:
- Develop and supervise the implementation of the Gender Program and lead projects to combat gender violence and discrimination.
- Support the development of professional skills in gender issues and provide training courses on gender for the project and civil society organizations
- Act as a gender focal point on all gender issues in relation to political priorities, program development, and donor funding.
- Carry out regular monitoring visits to the various project sites and ensure that projects use standardized protocols, policies, and guidelines, as defined by the Ministry of Health.
- Identify technical quality and/or other implementation issues and provide solutions and follow-up to ensure projects are on track to achieve goals and are consistent with established standard methodologies
- Develop and write policy guides, policy positions, thematic papers, and fact sheets on gender, for a variety of audiences.
- Lead the conduct of evidence-based analysis and policy dialogue with relevant stakeholders on gender issues.
- Ensure capacity development of staff and teams to set and achieve gender-specific goals.
- Support and guarantee sexual and reproductive health links throughout the project.
- Provide a reproductive health technical overview of all activities to ensure interventions are evidence-based, culturally appropriate, cost-effective, and high-impact.
- Updated Reproductive Health Technical Guidelines using evidence-based, high-impact practices
- Develop, review, and disseminate guidelines, standards of practice, protocols, and other tools to improve the quality of RHR service delivery
- Participate in the development, preparation, and publication of IEC materials.
- Help develop behavior change messages about rep health.
- Advanced degree is a plus
- Familiarity with USAID approaches, policies, and regulations are highly desirable.
- Strong knowledge of health and community-based FP programs in Tanzania.
- Experience in providing technical assistance, training, and guidance to healthcare providers and others within and outside the team.
- Excellent interpersonal skills and a demonstrated ability to lead and work effectively in a team.
- Creative problem-solving skills with the ability to work effectively in a resource-constrained environment are preferred.
- Bilingual English and Arabic (written and spoken) are required.
- Proficiency in MS Office (MS Excel and MS PowerPoint, in particular)
