The Evangelical Lutheran Church in Tanzania (ELCT) is a religious organization registered on June 19, 1963, with offices in Arusha. The ELCT's mission is to provide comprehensive care to all people. The ELCT is headed by an Archbishop who is chosen from among the serving bishops of the diocese. Management oversight and leadership are provided by the ELCT Secretary-General assisted by four Assistant Secretaries-General (DSGs), including the DSG for Mission and Evangelism, the DSG for Social Services, Women and Children's Services, the DSG for Planning and Development, and the DSG for Finance and Administration. ELCT has applied for USAID funding to implement the Orphan and Vulnerable Children Support Project, a proposed opportunity in six regions of Tanzania, including Morogoro, Dodoma, Singida, Arusha, Kilimanjaro, and Tanga.
Therefore, ELCT is looking for qualified and competent candidates to fill various positions for this long-awaited donor-funded project to be implemented in the northeastern region of Tanzania. Positions in this proposed project cover senior, middle, and lower management, including technical staff for the technical areas proposed in the project. The intervention of the project aims to facilitate the provision of comprehensive services aimed at keeping all subgroups of the population, children and vulnerable adolescents in good health, safety, school, and stability.

Vacant: Senior Health and HIV Officer (1 position)
Reporting to: Technical Director Provision of Services
Location: Arusha Head Office
Detailed Duties:
- You will provide technical oversight for the design and implementation of key program components, ensuring compliance with global standards in HIV service delivery programs, especially pediatric HIV services.
- Schedule quarterly sexual and reproductive health awareness campaigns at teen clubs and host HTC outreach for teens with high-risk behaviors.
- Monitor implementation, bottlenecks, and performance metrics of bidirectional reference systems for regions; Proactively provide solutions, perform quality improvement activities, and implement modifications to improve baseline results.
- It will support the technical strategy and capacity development for the design, implementation, monitoring, and evaluation of HIV programs focused on key population groups (KP)
- Coordinate district-level quality improvement meetings with relevant two-way referral system stakeholders; Ensure implementation of meeting procedures and improve two-way referral system.
- Provide technical assistance for HIV-related care, treatment, and support to key populations throughout the pediatric clinical chain by ensuring innovative evidence-based programming and developing approaches to address positive health, dignity, and prevention in key populations living with HIV.
- Collaborate with Monitoring and Evaluation officials to ensure all two-way referral data is accurate and issued on a weekly basis; Use of data for decision making.
- Ensure that appropriate technical strategies and interventions are included in action plans and reports, including innovative approaches to combat HIV/AIDS.
- Lead the development of a service manual for health, nutrition and HIV services in the implementation area; Update the guide at least once a year.
- Support areas for nutrition activities, including nutrition assessments, counseling, and liaison with other nutrition service providers.
- Provide ongoing supportive supervision to civil society organizations to ensure provision of health and HIV services, referrals, and linkages with beneficiaries.
- Facilitate the timely submission of updates to the Technical Director for inclusion in quarterly, semi-annual and annual reports.
- Document lessons learned, success stories, and best practices to share and iterate experiences across projects.
Required qualification:
Advanced degree (MPH or another advanced health-related degree);
At least 5-8 years of proven experience working in HIV/AIDS prevention, care, or treatment programs with prior experience working on a PEPFAR-funded project
Experience in productive engagement with systems, processes, and business models.
